AMMP scenario development is unlimited. It is possible to divide up project costs over a period of 1 to 40 years, to postpone a project, to add a temporary budget, to spread it out over several years and modify all project parameters: cost, description, supporting service, priority, etc.
Context
In 2015, the Ministère de la Santé et des Services Sociaux (MSSS) wanted to understand the maintenance deficit for the facilities supporting its mission, and it specified its needs in the Devis normalisé pour l’inspection technique des bâtiments.
In response to this ministerial request and its investment planning need, the Outaouais Centre intégré de santé et de services sociaux (CISSS) entrusted Planifika with the development of its asset management master plan (AMMP).
Project
Planifika collected deficiencies on the ground by means of technical inspections in architecture, mechanics, electricity, structure, and elevators. The inspections were conducted using electronic tablets to ensure the uniformity and quality of the data collected, no matter the inspector.
The data was verified in collaboration with the project manager, and the deficiencies in coherent projects were assembled. This grouping of project deficiencies aimed to produce a succinct list of projects prioritized by risk.
The AMMP was created in preliminary mode by the inspectors, and then finalized with the client. The AMMP is available for one or several buildings, for a period of 40 years. The facility condition index is projected over time in relation to investments. Several investment scenarios are generated with the aim of defining the level of investment, in line with the organization’s strategic objectives.
